Photo was taken just before a tornado-like storm rolled through my hometown. The wind nearly knocked over my camera making me anxious. Needless to say, I was in a big hurry to take this photo. (Sony A700, 28-75mm f/2.8 lens at 30mm. F/27, 15 sec., ISO 200.)I tried to recrop the photo but for whatever reason I am unable. Any help would be welcome.

I sympathize--i was just a short distance away from a mile wide killer tornado in OK the other day, and unfortunately if i had stopped for photos id be dead right now.
An interesting photo. I like the idea, and its a worthy subject (clouds are especially neat), but i think the balance is off. The blurred branches are all in the lower corner--with a lot of negative space up top right. Lots of dust specks too. Keep at it, there will be more storms hopefully!

I like the way the shape of the clouds echoes the shape of the trees, and the color suits the mood. I'm with Stan about the balance. I think a crop from the top to just above the leftmost cloud and a crop from the right to just right of the rightmost cloud really helps with the balance.
