A gull in immature plumage. Which species of gull?

Most likely a first winter Herring gull or Western gull. Immature gulls are hard to distinguish. The best clues are the location and the adult gulls in the area.

Lucy, where and when was the photo taken? ID of immature gulls is difficult and near-impossible without knowing where the bird was.
