I've been thinking about your dilemma with Win 8.1 and CS4 and it's version of ACR. It may be that there is something in your version of PS and ACR that 8.1 just can't wrap it's head around. Therefore, you might consider a couple of things.
First, hop over to the forums at How-To Geek and see if there is anyone there having a similar issue, or post a question and see if one of their gurus can help.
Second, you could upgrade to Photoshop Creative Cloud which will get you the latest version of PS and ACR.
Other than that, I'm at a loss, but hopefully you'll find a solution.

Thanks Preston, I have a strong feeling it has something to do with WIN 8.1 and CS4 and ACR. When I upgraded to 8.1 is when all of this started.
