Have you made any changes to your system? Add or removed any color profiles? Installed or removed any software? Installed any software / OS patches? Installed any security software?

Jon,
First off... what version of Photoshop are you trying to install?
What operating system is your computer running on?
Have you tried contacting Adobe or going to their support page for an answer?
1) First thing I would do is uninstall PS.
2) Reboot your system
3) Disable any and all virus protection software and firewall programs
4) Reinstall whatever version of PS you have
5) Once this is completed, reboot your system again
6) Start PS and see if the error goes away.
