A friend of mine wants to sell his Tokina 17mmATX Pro for about 250 Euro to me. He is planning to get a 12-24DX. Now am not yet digital but want to know the opinion about this lense. I will be buying a 'smaller sensor' camera for sure as 5D or 1Ds is out of budget. I was thinking about 17-40L as a general purpose zoom but it costs 750Euro. I already own 28 and 50mm Zeiss lenses. Is it a better idea to invest in this 17mm (which is about half the street price, new. The lense is in good condition) and save money or go the zoom.

The Tokina has a great reputation and will likely be better at that focal length than the 17-40. You will be giving up the convenience of a zoom, but if it's not in your budget - it's certainly a good way to go.
Alternatively you can sell your Zeiss lenses and get a zoom that will cover you for the same range.

Another option - if you already resigned yourself to the smaller sensor and don't think you'll upgrade in the near future, another way to go is the Nikon D200 with the new Nikon 18-200, which is getting some excellent reviews. The zoom range is hard to beat.
