Carolina Chickadee?
I'm hopeful this is a chickadee but there is no white face and in some shots it looks brown with a yellow belly. Flycatcher?

Eastern Phoebe - a common flycatcher in the East especially near water.

I would pay attention to the behavior of Flycatchers Cheryl . They often sit still and wait for insects to come close by, where they will then flit down from a preferred perch and grab one.
The Eastern Phoebe also bobs its tail quite often while perched.
