Photo taken at Washington Park Arboretum, Seattle, WA. D200 w/ mirror up and cable release; 70-200G VR AFS at 175mm on tripod. ISO 200, f 14 @ 1/8.

In Photoshop: minor cloning, curves, multiple adjustment layers for several artistic filters and then applied blending modes and styles. I apologize for not having the exact sequence. It was an experiment! I hope I can reproduce it myself on other projects.

I wanted a painting effect in an Asian style, not too muted, not too bold and just the essential form of trees and color. How does it look?

It looks great. You have struck a good balance with the colours & brightness. All that is missing is a signature in oriental characters at the bottom.
