A homeless man panhandles during the morning rush hour near Capitol Hill. The homeless demographic has not only risen in D.C., but by 23 percent, with an increase from 5,320 homeless persons in 2006, to 6,540 in 2011. The report confirms what many DC residents and service providers have already noticed. Homelessness in DC has always been on the rise, and has been an issue ignored throughout the years by politicians and activists alike.

An interesting study. Homeless he probably is. Still, he can afford smokes, a hefty cost in itself these days. The composition is also fascinating, reversing the usual suggestion of placing distance in front of the subject, as if implying an immediate leave taking.
