If they're referring to the stiffs, I would think they are permanent. Probably means don't plant flowers in the ground, but use pots or plastic flowers.

Aside from the obvious humorous aspect , there is here a commentary on the crassness of our culture -The graveyard with its elegant monuments bordered by a chain link fence with a tacky sign.

I agreed with Buck-- pretty irreverent. Looks like a beautiful resting place, but they sure are POINTED about not planting flowers or trees. Good grief. Otherwise, the humor in it is pretty good... Do hope the remains of these "faithful departed" are there for good!
